Much worse than that here, close to 100%.

As far as I can tell all of the duplicates have picked up a new
Message-ID at lilac.berkeley.edu, and once that happens they're brand
new messages as far as the news software is concerned.  So the problem
isn't at ucla-cs.

I've sent mail to postmaster@berkeley.edu asking them to look into it.
