The problem is that to implement such a beast, you need to do implement a redirector for DOS; doing so without a knowledge of the internal "hooks" in DOS 3.x+ is kludgy at best. Getting those "hooks" is non-trivial; you either have to license from Microsoft (many $$$, I suspect) or disassemble DOS and figure it out for yourself. People have, I'm sure, done the latter; the amount of work involved in doing so has kept them from sharing the information for free.
