KA9Q is a TCP/IP suite of protocols that was written by Phil Karn et al who did it specifically for Amateur Packet Radio. It has been enhanced to be able to support regular ethernet cards via the packet driver by Russ Nelson from Clarkson U. IMHO, it is a well written piece of networking software that supports telnet, ping, arp, finger, smtp, routing, and ftp.
