This seems to come up at least once a month. Ohio state university maintains an anonymous UUCP archive of most of the freely redistributable stuff. You basically get your site to connect to their system (information is posted monthly on the exact details), and do uucp requests to get files from their system. The only charges to you would be whatever the phone bill is. Another possibility is to use uunet. If I recall the uunet rates, it is $35 to sign up, $35 per month thereafter, plus usage charges which vary depending on how you connect ($2/hour if you dial Virginia direct, $16/hour if you call on the 800 number, I don't the other options). They also have quite a bit archived. If you are a uunet subscriber, there is also a ftp service, where they will ftp a file to uunet, and uucp it to you. Uunet also offers their entire archives on magnetic media, but I don't know the cost. A third possibility, is to freeload off of some internet site in your area, and there are some mail based servers that will send the good stuff to you. Since these depend on the charity of others, you shouldn't be too surprized if the people paying the bills will arbitrarily shut off the service.
