If root does a /bin/start_csh he gets a path variable containing
the erroneous '.' and '/usr/apollo/bin/etc' instead of the expected
'/usr/apollo/bin' and '/etc'.

One can see the programmers typo if one does a 'strings /bin/start_csh'
and searches for the PATH
