The /etc/install program as distributed is located in the wrong place.
This is an sysv specific utility, and should probably be moved into the
/etc/sys5.3 directory, with a symbolic link /etc/install pointing to
$(SYSTYPE)/install so that it resolves only for sys5.3, whereas you get
the desired /usr/bin/install for bsd.
This avoids disaster if the search PATH for root starts with /etc
