Didn't try it (unvetting software; ooohh!) but I would expect it to be a Mac version of a very popular Japanese program for the Nec 9801 series, amoungst others. Basically it animates a little kitten (Neko is japanese for Cat) that walks towards the mouse cursor. If it gets there and you leave it be, it washes it's paw and then goes to sleep.
