The latest from Apple is that it will be in users' hands by
summer. Developers will probably get something fairly soon.
Some of the promised features will have to wait for a later
release (Layout manager, new print architecture, etc).

Apple had a nice way of announcing the delay in some features.
It went something like this: "Work is progressing well on
the Layout Manager and the new print architecture."
