Plenty of them out; the one I use is the Mass Micro Colorspace II
board.  It does NTSC & RGB video, and can display a live video
picture with graphics overlaid (digital chroma key).  About
$1800 list as I remember.  Had it for a while and it has performed
flawlessly.  I use it for subtitling and some neat particle
animations.
