If you had a session using a hypothetical Telnet Connection Tool and wanted to transfer files using a hypothetical FTP File Transfer Tool, the FTP File Transfer Tool would open up a separate and orthogonal connection to the remote TCP port. Data that flows to the terminal via the Telnet port will continue to do so with the appropriate IAC characters being processed. Data that is being used for the file transfer will continue to do so via a second independent and separate data link.
