Such announcements would be permitted if sufficient interest to Star
Trek fandom could be shown.  A major Trek actor making an appearance
or a significant presentation related to Trek would be sufficient.

This is a maybe.  Such a posting would need to be worded more as an
announcement that Jonathan Frakes will be at such and such conference,
rather than a massive announcement of the conference itself with a brief
mention of Jonathan Frakes' appearance somewhere therein.
