The comp.text hierarchy already exists and tex fits in it nicely. There is no namespace need for a second-level TeX group. Five characters is not a suitable reason. If the group is to be created it should be as comp.text.tex. Capitalisation is not suggested because of the problems various extant news software has with case-sensitivity.
