Geoff's ANU-NEWS has a great /ROT13 qualifier for READING articles,
but how about for posting* ?  

(more general question).  Does anyone in vms-land have a rot-13
(or rot-xx) utility available?  I'd love a copy if one exists.....

I could easily write my own, but alas, I don't have a compiler....
*sigh*
