It would be an infringement of the copyright holder, either the magazine itself or the writer. You are allowed by law to discuss the article and type in a few quotes, limited to about 300 words. Apparently some of the other newsgroups have had problems with vast amounts of quoting without permission, and it's only been luck that has kept the net from a lawsuit so far. Of the many newsgroups I read, rec.music.gaffa is the worst offender is this area, and is just asking for such a suit.
