For those not familiar with the Delphi method, it is a method of reaching a quantitative evaluation of subjective opinions be the use or reiterative rankings by a set of subject experts. (Or so I remember) For a more complete discussion of the Dephi method, the RAND Corp did a write up on it quite a few years ago (I believe the method may have been developed by the RAND Corp.).
