Score will let you draw just about anything, but it costs over $600. I've been told that Musicator may support tab, but I haven't seen it yet. I finally gave up and started using AutoCAD at work to do tab for a class. How's that for overkill! I did speak with Jim Miller (Personal Composer) and sent some requirements - he may include automated support in a future release.
