Your solution depends on new hardware (FAX modems). The first stage needs to be something that can be implemented now, without changing code. Allowing anonymous UUCP with a standard account (email) and password (email) does this. Big systems will have to set things up manually, but PeeCees can run a slightly modified UUPC or GNUUUCP.
