Does there exist any companies which do independent testing of
software systems? Let me clarify:

   a). Assume that company A gets a contract to produce
       a software system.

   b). As a part of the contract, company B, an independent
       testing agency, is given the task to test the 
       product against its specification.

If anyone has come in contact with any such agency I would be
interested to know just how they operate, how common they are,
what they charge, etc.
