On the DECstation 3100 that I have, scrolling text seems to take forever 
whereas filling a page top down is very fast. Is it possible to not have
emacs do the "scroll the text half way up and then fill in the bottom half"
type of display and instead always repaint the entire screen when I move out
of the current area?

I tried to find this in the manual and couldn't see how to do it.
