Given the record the Japanise have for improving upon products they copy from others - I would prefer to get the money money up front rather than try to second guess what they could do with the Soviet shuttle. Sad to say: It might cost us less to have the Japanise build the shuttles for us - unlike US companies, cost and time overruns are the exception rather than the rule for Japanise companies.
