I suspect that if all of USSR went direct dial, that would just compound the problem. As it is now, there is at least a limit to the number of attempts for circuits to non-Moscow sites. The operator also told me that more circuits via satelite are supposedly soon to come. I did eventually get through to the bbs and got as far as entering a password and got disconnected. I tried and tried again all day till the afternoon and someone ended up answering the phone. I talked to him for a couple minutes. I told him I would try again another day to get the bbs. I don't know if it was the sysop or not, but it was apparently the correct number.
