Sounds like you need to define BYTESWAPPED and recompile everything on your 3100. I had the same problem when I brought CAP up on my 3100, with it only seeing some things in a zone. It appears that even though a MIPS machine is usually big endian, DEC has configured it to be little endian, like the rest of the VAXs. The CAP Configuration script doesn't know this.
