APDA is not shipping any product entitled LittleRez, nor has Apple announced
any plans to distribute such a product.

I would suggest you look into several related third-party products that do
graphical resource editing:
DesignMaster from Byte Works, Inc.
Genesys from SSSI
Call Box from So What Software
