You won't find apppro.bns there.  In fact, the README file there says:
 
"Kermit files are on watsun.cc.columbia.edu [128.59.39.2]"
 
So, to get Kermit-65 you need to follow these steps:
 
1. ftp watsun.cc.columbia.edu
2. anonymous
3. guest
4. cd kermit/a
5. get apppro.bns
6. quit
