Pretty strong "not possible" there, comparing "some talk ... next year"
with the preliminary specification of Mac OS 7.

Pre-emptive context switching was mentioned as a possible future
enhancement in the preliminary spec for Mac System 7.0 *I* read. 
No time frame was given, so "next year" is certainly possible. It's
at least as well defined as "some talk".
