A major problem with this idea is that the BIOS ROM must be somewhat "custom" so that it can the operate the hardware your particular brand of system board is made of. Granted, there is (necessarily) a large degree of similarity of the system hardware from manufacturer to manufacturer, particularly on the BIOS interface level, but there is no guarantee that it will be exactly the same.
