TOPS works fine, and does not require a dedicated system.  AppleShare
also works well, except that it requires about 45 minutes (on a Plus)
to record volume information the first time a new CD is mounted. And
it did require bringing the server down to change disks.  Haven't 
compared access speeds; I think the drive is the bottleneck in either case.
