The fix, finally, was to disallow NFS completely until I find out why Ultrix 3.1 cannot deal with 200 people all over the NSFNET (and probably elsewhere) all trying to mount /archive and copy files from it. This means that FTP will be the only supported export mechanism for a while. It also means that decwrl's UUCP and Easynet neighbors can't access R4 for now. I'm not too worried about Gatekeeper only exporting via FTP, since it sent out 2 gigabytes of FTP traffic in the first four hours after R4's release.
