I've encountered a problem with twm as well.  In my applications menu,
I have some fairly long command lines which I want sent to /bin/sh.
using old twm I could break the lines up by escaping the newline with
a "\" character.   Now twm hangs  because /bin/sh raises an error when
it gets two lines instead of one.  So the workaround is to have ugly
.twmrc files with lines wrapping around.  

I'm running X11R4 on Sun Sparc 1.
