It looks like the location of the bitmaps files is hardwired into
mit/lib/Xmu/Imakefile, with no corresponding rule in the templates.
If you install outside the  normal place, then you'll need to add these:

In mit/lib/Xmu/Imakefile, add

7a8,13
> #ifdef BitmapDir
>       BITMAPDIR = BitmapDir
>         DEFINES = -DBITMAPDIR=\"$(BITMAPDIR)\"
> #endif BitmapDir
> 
> 

and in site.def, add

#define BitmapDir $(INCDIR)/bitmaps

or whatever.
