There are people with disabilities who are unable to advocate effectively for themselves. I am the parent of a severely retarded young adult who has no verbal skills and very limited communication skills. He and others like him can not advocate for themselves effectively.. It is because there were people to advocate for him that he is living in a group home and attends a day activities program instead of being warehoused in the back ward of an institution. True there are people with mental retardtion who can advocate for themselves and this should be and has been encouraged, however even they in many instances would have difficulty in advocating with government and or orgnizations, foundations etc that had grant money available if they did not have the help of advocates. I would think that there are others with mental disabilities who can not advocate for themselves. People with disabilities are varied and different folks need different strokes.
