The way I interpret this, I am entitled to maintain ilmss in my map entry. Before someone other than "my" ilmss successfully registers their site, "my" ilmss will be given one last chance to update their map. In the mean time, I'll be pestering them to update their entry or give me permission to submit an entry for them that just says that they talk to me. I'll also be registering "falkor" the same way.
