It may not represent an Internet address like 128.66.3.2; it could instead be a UUCP bang-path address. The safest way to get mail to jail.usa.gov is to route it through uunet or another Internet site that understands the UUCP map. (Try noriega%jail.usa.gov@uunet.uu.net with most mailers.)
