Following up the article from your newsreader (rn,vnews,etc.) will 
usually go to the right place automatically -- either all the groups 
the announcement was made to or, if there is a Followup-To line, to 
the group(s) named in the follow-up line.

In this case there was a Followup-To: news.groups

news.groups is used to discuss -- what else? -- newsgroups (their creation, 
renaming, and procedures for creating them), USENET philosophy, forgeries
of net.personalities, and fish.
