Either your kernel is broken in some obscure way -- possible -- or your
"setnewsids" is not owned by root and setuid.  Setnewsids is trying to set
the uid and gid to those of news, and either the setuid()/setgid() calls
are returning failure or they're returning success but not actually doing
the job.  The "Not a character device" part is noise, which the next patch
should eliminate.
