The reason the Hendrix version sounds better than the dylan version
is that they are not the same song.  same lyrics, admittedly (except
U2) but there were 2 chords in the original and three chords in the
hendrix version.  Also, you can say many things about Dylan, but he
was not a guitar virtuoso.
