Check with your systems programming staff, it sounds like your TCT
(Terminal Control Table) is not right.  The public access terminals
should have GMMSG=NO,TRANSID=LU__ and the appropriate OPERSEC= for you
installation.  If your shop is using autoinstall for your TCT, the fix
may require some special coding by your support people.
