I suggest that in your TCT entries you code GMMSG=NO and TRANSID=LU__, and that should both "lock" the terminals into the public-access transaction and initially display the LUIS intro screen. If you specify GMMSG=YES and TRANSID=LU__ in the TCT (as we do here), you will display the CICSVS panel, but then need only to press any attention key to go directly to the LUIS screen.
