Where I could find GIF(VGA)--> .EXE or .COM

A friend of mine is looking for a program that could make executable .exe or
com programs under MSDOS of picture shown on the screen (VGA).

So , I need info of a program that could crab a picture (VGA) from screen and
make a program which would just simply show that one picture.

Any idea where I could FTP one?
