I need to learn about the DLG-3 file format used by GRASS (a GIS package).
If anyone has a text file which explains it and can offer advice on how 
to move the files to ARC/INfo or a similar package, I would much appreciate
it.  I'm posting this for some faculty here at Indiana University where we
are just getting into the GIS market.
