That depends.  PM programs developed under 1.2 will generally not work under  
1.1, but text-based programs will work - if you are careful not to use any new  
kernel calls.

[Actually, PM programs will work, but they will exhibit some strange  
idiosyncracies - for example, the menu bar may be unusable.]
