I have been trying over the past 4 days to ftp tel23b4.exe ar the latest 
version of NCSA Telnet from zaphod.ncsa.uiuc.edu. I am unable to do this
under the normal anonymous login. (Permission problems). Could the NCSA Telnet
people please correct this ?
