No problem.  You misspelled the preference.  Instead of
	suborder:mail:pcs*:SUN*:*andrew*:*
use
	*.subsorder: mail:pcs*:SUN*:*andrew*:*

Note both the suborder -> subsorder change and the leading ``*.'' on the
preference name.  The first change is necessary; I'm unsure about the
second.
