There's an INIT called ScreenMaster that was around a couple of years ago that did this kind of thing. It made it possible to run programs that were "toaster screen"-specific (as long as they weren't also 68000-specific). To be honest, I only used it once. I paid the shareware fee in hopes that the next version would be more automatic and solve my problems, but the upgrade (I think it was called Swan?) was not worth the money to me.
