I'm not sure what you did wrong, but rather than rebooting, try saying "kbd_mode -a". This has been thoroughly cussed and discussed on xpert/comp.windows.x Also, rather than sweating a lot to solve this problem for X11R3, you might as well get X11R4. It may already be solved, but if not, at least you won't have to re-integrate your work into the new (and better) R4 server.
