I vote for the creation of the soc.culture.vietnamse news
group with the purpose/ guidelines as proposed.

I also think the news group should not be moderated:
my first reply to the original "call for discussion"
(by Tin Nguyen) seemed to have gone into a black hole
simply because his article was cross-posted on soc.politics
which is a moderated news group.
