The FDA would likely only be involved in certifying lasers for use in medical applications. I believe the Department of Health and Human Services (DHHS) regulates lasers in consumer equipment. There probably are other agencies involved in other circumstances. With our wonderful Federal Government beauracracy, it isn't an either-or proposition. Free trade, indeed...
