I've got a taped interview of Geddy Lee where someone called in and asked him that exact question concerning By-tor, and he gave the second answer you had- he saw the evil of his ways and repented. It sounded like it was stated sort of tongue-in-cheek, so I have come to the conclusion that they wanted to keep the character for whatever reason, but didn't want the evil persona past the first story.
