Well, I didn't write that note, but I'll send you some lines anyhow.
As far as I understand it, God has a list of all people throughout
the ages (the book you're referring to), but the fact is that some
of those people have not realized yet that they are saved by the
blood of Jesus. Not everyone we talk to about our Saviour will accept
it, but it is still our obligation to go out and share the Good News
with everyone.
For we don't know who is and who isn't saved.
