Teachers and administrators at the site then become responsible for the allocation of those funds. Of course, there are legal const raints that limit the range of decisions that can be made, nonetheless, site-ma de decisions may have important consequences for students. In order to benefit students such decisions need to be based on clear understanding of student need s, not just on what may be most convenient for decision-makers at the site.
